libcblas3 software package provides Basic Linear Algebra Reference implementations, shared library, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcblas3
libcblas3 is installed in your system.
Make ensure the libcblas3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcblas3 *
You will get with libcblas3 package name, version, architecture and description in a table
